Org. Setting and Reporting
This position is located in the United Nations Mission for Justice Support in Haiti (MINUJUSTH). The United Nations Security Council adopted resolution 2350 (2017) deciding the creation of MINUJUSTH which is mandated to assist the Government of Haiti to strengthen rule of law institutions in Haiti; further support and develop the Haitian National Police; and engage in human rights monitoring, reporting, and analysis among others. MINUJUSTH is a non-family mission. The Special Assistant, Political Affairs will be based in Port-au-Prince, Haiti. Within the delegated authority the incumbent will report to the Special Representative of the Secretary-General.
Responsibilities
Within delegated authority, the Special Assistant, Political Affairs P-4 will be responsible for the following duties:
?Provide specialised advice and technical support to the office of SRSG/DSRSG/Principal Political Affairs Officer in identifying, analysing and monitoring political developments and emerging issues with respect to the implementation of the Mission's mandate.
?Brings to the attention of the SRSG/DSRSG all matters requiring the SRSG/DSRSG’s personal attention, assists in formulating options as to how those matters might be handled, and ensures appropriate follow-up, as directed.
?As requested, handles incoming and outgoing correspondence of the SRSG/DSRSG.
?Drafts correspondence for the SRSG/DSRSG’s signature, as well as other documentation including code cables and reports to the Security Council.
?Liaises and maintains close working relationships with officials of state institutions, political parties, civil society organizations, religious actors.
?Plans, organizes and manages conferences, meetings, seminars and workshops as directed by the SRSG/DSRSG.
?Coordinates, as required, actions related to the transition towards the United Nations agency-led commitment, depending on the mission’s mandate and the situation in the country concerned. This includes liaising with bilateral donors and other international organizations, with a view to realizing greater synergy and coordination, specifically regarding post-mission activities in the country.
?Performs other duties, as assigned.

Education
Advanced university degree (Master’s degree or equivalent) in Political Science, Management or Development, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, facilitation and/or coordination is an asset.
Work Experience
A minimum of seven years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related area is required. Extensive experience in political outreach, strategic planning, facilitation, and reporting is required. Experience in providing analytical advice on legal developments is required. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes)-or similar international organization or nongovernmental organization-in a conflict or post-conflict setting is required. Experience providing strategic analysis to senior leadership is required. Previous experience working in the office of a senior public official and/or as a Special Assistant (or similar) to a senior public official is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
